Surrogacy type
Gestational: no genetic link to the child. Traditional: uses your own egg.
New Zealand uses a different modelCommercial surrogate compensation is prohibited. The estimate shows current surrogacy pathway and treatment costs rather than payment to the surrogate.
Greece has a court-authorised modelCommercial payment is prohibited. Current rules provide specified compensation/reimbursement only after the required court authorisation, and current eligibility includes Greek residency requirements.
South Africa has a High Court-authorised modelCommercial surrogate compensation is prohibited. The agreement must be confirmed by the High Court before fertilisation. Permitted claims are limited to direct surrogacy expenses, actual loss of earnings and qualifying insurance.
Israel uses an Approval Committee modelThe surrogacy agreement and all payments must be approved in advance by the Ministry of Health Approval Committee. Only committee-approved payments may be made. The surrogate must meet current Ministry eligibility rules, including Israeli residency and being at least 22 and under 39 when the agreement is approved.
Ukraine permits compensated gestational surrogacyCompensation is agreed individually and recorded in the notarised agreement. Eligibility restrictions apply. Check current security and travel conditions before proceeding.
Georgia (country) has an established gestational-surrogacy frameworkGeorgian law expressly recognises embryo transfer to a surrogate in specified circumstances and treats the intended couple as the child’s parents. Compensation is contractual rather than a statutory national tariff, so current programme figures are shown as market benchmarks.
Kazakhstan permits compensated surrogacy for eligible domestic couplesSince 26 July 2026, commissioning parents must be married citizens of Kazakhstan. The surrogacy contract must be written and notarised, and compensation and expense terms are set by contract.

How much do surrogates make in the USA?
Surrogate compensation in the United States varies by state, experience, pregnancy type and agreement. Use the calculator above for a personalised planning estimate. The interactive calculator above uses the country-specific figures and selections currently represented on this page and updates the result as you change the available options.
Planning estimate: figures on this page are not guaranteed payments or legal advice. Actual expenses, reimbursement, loss of earnings, insurance, eligibility and agreement terms depend on the applicable law and individual circumstances.
Surrogate compensation by US state
Many first-time base-compensation examples in the calculator are $50,000–$55,000, while selected higher-band states use $60,000–$65,000 before supported extras.
First-time vs experienced surrogate pay
Where the current data supports it, experience can increase compensation. Mid-band states receive an $8,000–$10,000 planning uplift in the calculator.
Surrogate compensation for twins
The current US estimate adds $5,000 for twins or multiples and increases the maternity-clothing amount. Actual contract terms can differ.
What can a US package include?
The calculator models base compensation, monthly allowance, medication-start and embryo-transfer payments, maternity clothing and applicable multiple-pregnancy payments. Travel, lost wages and childcare depend on actual circumstances.
United States surrogacy estimate explained
The sections below explain how this page's estimate is constructed and how to interpret the figures shown in the calculator.
How the 2026 US estimate is built
The US result starts with the selected state's base-compensation planning band. It then adds the fixed items currently represented in this calculator: a $250–$300 monthly allowance for 10 months, $500–$750 medication-start payment, $1,000–$1,500 embryo-transfer payment and maternity clothing. A twins selection adds $5,000 plus the higher maternity-clothing amount.
Why the state matters
The calculator separates states into higher, mid, variable and legal-review bands. Higher-band states currently use $60,000–$65,000 base planning figures. Mid-band states use $50,000–$55,000. Variable states use $48,000–$55,000 for first-time surrogates and $60,000–$65,000 for experienced surrogates. Arizona, Indiana, Louisiana and Nebraska do not receive a compensation estimate in this tool.
Base compensation versus total package
The headline result is larger than the base figure because supported fixed programme items are added to the base. Travel, lost wages, childcare, insurance and other event-based expenses are not silently invented into that fixed total; the calculator identifies them separately as documented or circumstance-dependent costs.
Reimbursements-only view
The US calculator can also be switched from Base + Expenses to Reimbursements Only. That view uses illustrative planning ranges for travel/lodging, lost wages, childcare, bed-rest or household support and maternity clothing rather than presenting those expenses as guaranteed payments.
How to use the United States estimate
Start with the country-specific headline figure, then review the detailed rows underneath it. Fixed or published amounts are shown separately from actual, documented or agreement-specific costs. Change the available calculator selections to see which choices genuinely affect the estimate rather than assuming every option creates additional payment.
The currency switcher changes how supported monetary values are displayed; it does not change the underlying published amount, contract terms or reimbursement rules.
Important: this is a planning tool. It should be used to understand the components of a possible surrogacy budget, not as a quotation, guaranteed payment or substitute for jurisdiction-specific professional advice.
US surrogate compensation: base pay vs total package
The base-compensation figure is not the same as the calculator's estimated fixed package. The state band provides the starting base figure. The calculator then adds the supported monthly allowance, medication-start payment, embryo-transfer payment, maternity clothing and, when selected, the twins or multiples adjustment.
Travel, lost wages, childcare, insurance and other circumstance-dependent costs are kept separate rather than being silently added to the headline fixed package. This makes it easier to distinguish compensation from reimbursements and other contract-specific expenses.
First-time surrogate compensation
For first-time surrogates, the calculator currently uses $50,000–$55,000 in mid-band states, $60,000–$65,000 in higher-band states and $48,000–$55,000 in variable-band states. These are planning bands rather than guaranteed offers.
Experienced surrogate compensation
In mid-band states, selecting Experienced adds the calculator's $8,000–$10,000 planning uplift. Variable-band states use $60,000–$65,000 for experienced surrogates. Higher-band states already use the $60,000–$65,000 base planning range.
California surrogate compensation
California is in the calculator's higher planning band, currently $60,000–$65,000 in base compensation before the fixed programme items represented by the tool. Actual contracts and programme offers can differ.
Texas and Florida surrogate compensation
Texas and Florida are in the calculator's mid planning band: $50,000–$55,000 for first-time surrogates, with the calculator's $8,000–$10,000 experience uplift when Experienced is selected.
New York surrogate compensation
New York is currently in the higher planning band used by this calculator, with a $60,000–$65,000 base range before supported fixed additions and applicable documented expenses.
Surrogate compensation for twins
Selecting twins adds $5,000 to the US compensation model and raises the maternity-clothing amount from $750 to $1,000. The calculator presents this as a planning adjustment; individual contract terms can differ.
Monthly allowance and transfer-related payments
The current model includes a $250–$300 monthly allowance for 10 months, a $500–$750 medication-start payment and a $1,000–$1,500 embryo-transfer payment. These are shown separately so users can see how the fixed package is constructed.
Reimbursements and documented expenses
The reimbursements-only view models travel or lodging, lost wages, childcare, bed-rest or household support and maternity clothing as illustrative budgeting ranges. They are not presented as automatic guaranteed payments.

Legal-review states: Arizona, Indiana, Louisiana and Nebraska do not receive a compensation estimate in this calculator. The absence of an estimate is a prompt for state-specific legal review, not a complete statement of current law.
How US surrogate compensation is structured
Compensation arrangements can combine a base amount with allowances, event-based payments and reimbursement of documented expenses. The calculator separates these components so the headline figure is easier to understand and does not imply that every possible expense is guaranteed.
US surrogacy law is state-specific. The American Society for Reproductive Medicine recommends independent legal counsel for the gestational carrier and intended parent or parents, with the agreement addressing parentage, medical expenses, agreed fees and expenses, risk allocation and financial arrangements before treatment proceeds.
US surrogacy sources and further guidance
The calculator's dollar figures are market-planning figures rather than statutory compensation rates. For the broader medical, ethical and legal framework, the following specialist resources are useful:
Uniform Law Commission — Legislative report by state A state-by-state legislative resource useful for checking current uniform-law activity. It should not replace advice about the law applicable to an individual surrogacy arrangement.
Source note: US surrogacy law and parentage rules vary by state and can change. The compensation bands on this page are calculator planning data, not legal rates. Obtain state-specific assisted-reproduction legal advice for an actual arrangement.
Compare surrogate compensation and expenses by country
Surrogacy payment models differ substantially between countries. Compare another country using the dedicated guides below rather than treating every estimate as the same type of “surrogate pay”.
Common questions about the United States estimate, costs, payments and expenses shown on this page.
How much do surrogates make in the USA in 2026?
This calculator uses base-compensation planning bands that commonly range from about $48,000–$55,000 for first-time surrogates in variable-band states, $50,000–$55,000 in mid-band states and $60,000–$65,000 in higher-band states before supported allowances and event-based items.
How much does a first-time surrogate make?
The calculator uses $50,000–$55,000 as the first-time base planning range for its mid-band states, $60,000–$65,000 for higher-band states and $48,000–$55,000 for variable-band states. These are planning figures rather than guaranteed offers.
Do experienced surrogates receive more compensation?
They can. In the current calculator, mid-band states receive an $8,000–$10,000 experience uplift. Variable-band states use a $60,000–$65,000 experienced range. Higher-band states already use the calculator’s $60,000–$65,000 base band.
Which US states use the higher compensation band in this calculator?
California, Colorado, Connecticut, the District of Columbia, Illinois, Maryland, Massachusetts, Nevada, New Jersey, New York, Oregon and Washington currently use the calculator’s $60,000–$65,000 higher base planning band.
How much surrogate compensation does the calculator show for California?
California is currently in the calculator’s higher planning band, which uses $60,000–$65,000 in base compensation before the supported monthly allowance, medication-start, embryo-transfer, maternity-clothing and applicable multiple-pregnancy items.
How much surrogate compensation does the calculator show for Texas and Florida?
Texas and Florida are currently in the calculator’s mid planning band, which uses $50,000–$55,000 for a first-time surrogate. The calculator applies its supported $8,000–$10,000 experience uplift when Experienced is selected.
What is included in the USA compensation estimate?
The Base + Expenses view models base compensation, a $250–$300 monthly allowance for 10 months, a $500–$750 medication-start payment, a $1,000–$1,500 embryo-transfer payment, maternity clothing and a $5,000 twins or multiples adjustment where selected.
How much extra does the calculator add for twins?
Selecting Twins adds $5,000 to the US compensation estimate and increases the maternity-clothing amount from $750 to $1,000. Actual contract terms can differ.
What is the difference between base compensation and the total package?
Base compensation is the state planning band. The estimated fixed package also includes the supported monthly allowance, medication-start payment, embryo-transfer payment, maternity clothing and any selected twins adjustment. Documented expenses can sit outside that fixed total.
What expenses can be reimbursed separately?
The calculator’s reimbursements-only view includes illustrative planning ranges for travel or lodging, lost wages, childcare, bed-rest or household support and maternity clothing. These depend on actual expenses, receipts, contract terms and circumstances.
Does agency or independent matching change the calculator estimate?
No automatic agency or independent-matching premium is added to the US compensation calculation. Matching approach is shown for journey context rather than being treated as guaranteed extra surrogate pay.
Why does the calculator not show compensation for some states?
Arizona, Indiana, Louisiana and Nebraska are currently placed in the calculator’s legal-review category, so no compensation estimate is shown. State surrogacy law and enforceability can change and should be reviewed with qualified reproductive-law counsel.
Are the state compensation figures legal rates or guaranteed payments?
No. The state figures are 2026 planning bands used by this calculator, not statutory state pay rates, minimum payments or guaranteed compensation. Individual programmes and contracts can differ.
Should both parties have legal advice for a US surrogacy arrangement?
Yes. State laws and parentage rules vary. Independent legal counsel experienced in assisted reproduction should review the arrangement and financial terms for the applicable jurisdiction before treatment proceeds.
